As policemen fall victim in Finland, Aleksis Nyqvist, an intern at the Ministry of Foreign Affairs' media department, receives a position of responsibility. Chancellor Rautakorpi from the Ministry of Defence conceives a brilliant idea.

Chancellor Rautakorpi grapples with a challenging situation involving a foreign submarine. The task of locating the submarine is entrusted to Nyqvist.
